Some cleanups for the buffer menu and electric buffer menu.

* lisp/buff-menu.el (list-buffers): Move C-x C-b binding from
buff-menu.el to bindings.el.

* lisp/ebuff-menu.el (Electric-buffer-menu-undefined): Use the
:advertised-binding feature.
